The Department of Housing plan will be brought to Cabinet today.
A working group has been examining areas in Dublin which could be developed for housing.
This potential 'intensive housing development' could see houses and shops built in certain areas.
The neighbourhoods were selected by The Dublin Transport Orientated Development group.
14 areas have been chosen, based on their proximity to public transport or potential to be near buses or trains.
The proposed neighbourhoods include:
- Adamstown
- Ballymun
- Barnhill
- Cherrywood
- Clonburris
- North Fringe
- Poolbeg West.
- Sandyford
- Tallaght
- Broombridge
- City Edge
- Dunsink
- Jamestown
- Lissenhall
The Housing Minister will bring forward the recommendations to Cabinet this morning.
Any proposals of residential development will include plans to build more shops or services.
