Micheal Martin, Leo Varadkar and Eamon Ryan will meet today to discuss what controls will be in place over Christmas.
It's the last full week of level five restrictions.
The Vintners Federation of Ireland is keen for all pubs to open when level five lifts next Tuesday.
There's speculation they could have to close at ten o'clock but the VFI fears that could lead to more house parties.
Chief exec Padraig Cribben has been concerned that this is the last chance saloon for many Dublin pubs;
"What we really need is a period of time when there will be both drinking and dining inside, that there will be no differentiation between any type of pub and that the determinant on capacity will be the capability to social distance", he said.

The national rate of Covid-19 infection has fallen, though Dublin's rate is slightly higher.
Public health expert Professor Gerry Killeen says the danger has not left us;
"A few loopholes, like the takeaway pints and other little things, it can make all the difference.
"For people who say level five hasn't worked or level three hasn't done enough, just please, I'd appeal to everyone to think where we would be without them", he said.
One more person with Covid-19 has died and another 318 cases have been confirmed, with 126 in Dublin.
