Dublin Town says a move to ban cars from towns and cities won't stop people people driving.
Under a new climate charter, local authorities may soon have the power to ban or restrict petrol and diesel cars from accessing certain areas.
Richard Guiney, CEO of Dublin Town, says it will just cause pollution in other ways:
"You're not going to take the cars off the road, you're just going to send them in a different direction to the out of town shopping centres," he said.
"Or people will buy online and 70% of what we buy online in Ireland is imported so you have a lot of heavily packaged goods flying their way over from China."
