We're currently halfway through Level 5 restrictions with the country's 14 day incidence rate down by 51%, when compared to the previous two weeks.
The Taoiseach says he wants the country to go back to level three at the start of December.
But Micheál Martin says he will look at certain sectors that may be given individual licence to open.
This could include bars and restaurants which would be outdoor dining only under level three.
Taoiseach Micheál Martin says they want to progress some opening of the economy in December:
"It is working in terms of public health, and it is working in terms of protecting lives," he said.
"I think the precise nature of the phases is still a matter that we're going to decide upon, in terms of a phased re-opening.
"I did say on record in the house, that I wanted to get back to level three and that is a target."
